VT- Hospice and Palliative Care Act (2011)This bill would encourage health care insurers operating in Vermont to offer enhanced hospice access benefits that are available with a broader definition of terminal illness (12 months instead of 6 months) and that don't require the patient to stop curative therapy. The bill also directs the agency of human services to include (as part of its application request for a demonstration project from CMS to integrate care for dual eligibles) an "enhanced hospice access" benefit with the expanded definition of "terminal illness (12 months instead of 6) and the ability to access hospice services and curative therapy at the same time. The bill also directs the agency to submit a Global Commitment Medicaid waiver amendment to provide funding for the same enhanced hospice access benefit.
