Home and Community Based Services: Public Policies to Improve Access, Cost, and Quality (2009)This report offers suggestions for improving long-term care policy at both the state and federal levels. It summarizes trends in state Medicaid Home and Community-Based Services (HCBS) programs, target groups, participants and expenditures. While states have shown progress in providing Medicaid HCBS, the report also identifies many current problems, including inequities in access to services and limited funds that result in unmet needs for HCBS.
