FCA's Innovations Clearinghouse Includes Federal and State Caregiving Legislation and Policy Reports from 2009

The National Center on Caregiving (NCC) at Family Caregiver Alliance (FCA) recently launched the Innovations Clearinghouse on Family Caregiving, an online community promoting professional knowledge around families in their caregiving role.  This Clearinghouse includes all federal and state legislation related to family caregiving introduced in the past several years, including 2009.  In addition, the Clearinghouse contains policy reports and initiatives, evidence-based practices, emerging and model programs, and more.  Professionals are encouraged to discuss their views on relevant policies and programs in the online forum and to submit their own programs and reports for inclusion in the Clearinghouse using the online form available on the website.  For more information, visit:

Senate Passes Health Care Reform Legislation Without Caregiving Amendment

On December 24, 2009, the Senate passed health care reform legislation, the Patient Protection and Affordable Care Act (H.R. 3590).  Like the House-passed version, this bill includes the Community Living Assistance Services and Supports (CLASS) Act (S. 697), which would establish a national, voluntary insurance program for purchasing long-term services and supports.  The Senate-passed bill also maintains some of its original provisions related to workforce development and providing incentives to states to increase access to home and community-based services in their Medicaid programs.  However, the bill does not include an amendment proposed by Sen. Amy Klobuchar (D-MN) that would have promoted information and referral services to family caregivers of Medicare beneficiaries and provided for an assessment of the needs of family caregivers of Medicaid beneficiaries.  The House and Senate are currently working to reconcile their bills for final approval.  For more information, visit:

Rising Tide: The Impact of Dementia on Canadian Society

The Alzheimer Society in Canada recently released Rising Tide: The Impact of Dementia on Canadian Society.  This research, conducted by RiskAnalytica, reveals the health burden of Alzheimer's disease in Canada over the next thirty years, the economic consequences of dementia, and opportunities and recommendations for intervention.  Specifically, the report finds that the number of hours of informal care provided to people with dementia in Canada will triple in the next thirty years, increasing from 231 million hours in 2008 to 756 million hours in 2038.  For more information, visit:

United Kingdom: Report on Personal Care at Home Bill

The United Kingdom House of Commons released an analysis of the Personal Care at Home Bill, which would create a new National Care Service for social care.  The first step of setting up this National Care Service would be free personal care for people living in their own homes with the highest care need.  The analysis includes a discussion of the policy context for personal care in England, Wales and Scotland, as well as an anlysis of the bill's provisions.  For more information, visit:

Health Affairs Focuses on Long-Term Services and Supports

The January 2010 issue of Health Affairs (Volume 29, Number 1) focuses on "Advancing Long-Term Services and Supports."  It includes articles on how the long-term care (LTC) system functions in the U.S., challenges for delivering long-term services and support, LTC legislation, and issues related to private and public LTC coverage.  In addition, various articles focus on patient transition into and out of skilled nursing facilities, improving quality of care, end-of-life care, and the long-term care workforce.  One article specifically focused on family caregivers is "Bridging Troubled Waters: Family Caregivers, Transitions, and Long-Term Care" by Carol Levine, Deborah Halper, Ariella Peist and David Gould.  For more information, visit:

"Advancing Advance Directives"

California Working Families Policy Summit February 3

The California Center for Research on Women and Families, in collaboration with the California Legislative Women's Caucus and the California Commission on the Status of Women, is hosting its annual Working Families Policy Summit on Wednesday, February 3, 2010 in Sacramento.  The event will include a special video message from First Lady Michelle Obama.  The Summit will feature sessions on California's budget crisis, as well as focus on proposals and long-term agendas to preserve the safety net, build economic security for families and promote family-friendly workplaces.  To register for the Summit, visit:

U.S. Congresswoman Jan Schakowsky to Speak at Session Hosted by FCA and NAC at 2010 Aging in America Conference March 15

The National Alliance for Caregiving (NAC) and the National Center on Caregiving (NCC) at Family Caregiver Alliance (FCA) are hosting sessions at the 2010 Aging in America Conference focused on mobilizing family caregivers and caregiving coalitions in a climate dominated by economic downturn, health care reform and an aging population.  U.S. Congresswoman Jan Schakowsky, a leading voice in health care reform and sponsor of the Retooling the Healthcare Workforce for an Aging America Act, will kick off the day's events with a presentation at 9:30 a.m.  The sessions will be held Monday, March 15, 2010 at the Hyatt Regency in Chicago.  The session hosted by NAC, the "Fourth Annual Conference for Caregiving Coalitions: Have we Turned the Corner? The Economic Downturn and its Impact on Caregiving Coalitions," will be held from 9:30 a.m. - 12:30 p.m.  The session hosted by FCA, "Making Our Voices Heard: Mobilizing Family Caregivers as Advocates," will be held from 2:00 p.m. - 4:00 p.m.  Aging in America, the annual conference of the American Society on Aging and the National Council on Aging, is being held March 15-19, 2010 in Chicago.  Participants are encouraged to sign up for the NAC and FCA sessions, but pre-registration for those sessions is NOT required.  All are welcome.  To register for the whole conference, visit:

AoA Hosts Older Americans Act Reauthorization Forums in February and March

The U.S. Administration on Aging (AoA) plans to convene a series of Reauthorization Listening Forums early in 2010 to get input from the aging network, stakeholders, policymakers and the public on issues to be considered for the 2011 reauthorization of the Older Americans Act. The forums will be held in Dallas on February 18, 2010, in the
Washington, DC metro area on February 25, 2010, and in San Francisco on March 3, 2010.  In addition, a separate listening forum will be held at the Aging in America Conference in Chicago on March 16, 2010.  For more information, visit:

FCA Announces Awardees of the 2009 Rosalinde Gilbert Innovations in Alzheimer's Disease Caregiving Legacy Awards

Family Caregiver Alliance (FCA) and The Rosalinde and Arthur Gilbert Foundation recently announced the awardees of the second annual Rosalinde Gilbert Innovations in Alzheimer's Disease Caregiving Legacy Awards.  In the Creative Expression category, the winner is the Meet Me at MoMA program at the Museum of Modern Art in New York City.  This free program for people with early to mid-stage Alzheimer's disease and their caregivers offers interactive gallery tours, led by trained educators, and art making classes to individuals and to groups from day care centers and assisted living facilities. The winning program in the Diversity/ Multicultural Communities category is the Banner Alzheimer's Institute Native American Outreach Program in Phoenix, Arizona.  This program increases awareness of Alzheimer's disease and related dementias among the 22 Arizona Native American tribal members and health care providers.  The winning program in the Policy and Advocacy category is San Francisco's Strategy for Excellence in Dementia Care and Alzheimer's/Dementia Summit hosted by the San Francisco Department of Aging and Adult Services.  The result of the summit was an innovative 11-year Strategic Plan with recommendations for dementia care excellence to policymakers, caregivers, care receivers, service providers and the public.  The winners will be honored at a breakfast on March 18, 2010 at the Aging in America Conference in Chicago.  For more information, visit:

FCA Gathering Subscribers for New Technical Assistance Newsletter

The National Center on Caregiving at Family Caregiver Alliance (FCA), in partnership with ARCH Lifespan Respite Network and Resource Center, has developed a new e-newsletter to assist the Aging and Lifespan Respite Networks in family caregiver support and lifespan respite program development.  Delivered electronically every other month, the Newsletter of the Technical Assistance Centers for Caregiver Programs and Lifespan Respite offers timely information about best practices, key research findings, and policy trends related to family caregiving, as well as listings of training opportunities and news from the Networks.  The Technical Assistance Centers are a partnership between FCA and ARCH.  To further shape the activities of the Technical Assistance Centers and the content of the Newsletter, FCA and ARCH are encouraging those in the Aging and Lifespan Respite Networks to help us with our information gathering.  To subscribe to the Newsletter and to provide your feedback, visit:

The Campaign for Better Care, led by the National Partnership for Women & Families and funded by The Atlantic Philanthropies, will launch in early 2010 as an unprecedented mobilization to press for improvements in health care delivery that older adults and their families urgently need. In support of the Campaign, the National Partnership is seeking stories that illustrate the ways the current health care system is failing vulnerable older adults with multiple chronic health conditions and their family caregivers.
