FCA Launches New Technical Assistance Effort and
Newsletter for Aging Network
The National Center on Caregiving at Family Caregiver Alliance
(FCA), in partnership with ARCH National Respite Network and Resource Center
and with funding from the U.S. Administration on Aging, has launched the
Technical Assistance Centers for Caregiver Programs and Lifespan Respite focused
largely on supporting state caregiver program development. As part of this effort, FCA has developed a
new e-newsletter to assist the Aging and Lifespan Respite Networks. Delivered electronically every other month,
the Newsletter of the Technical
Assistance Centers offers timely information about best practices, key research
findings, and policy trends related to family caregiving, as well as listings
of training opportunities and news from the Networks. To further shape the activities of the
Technical Assistance Centersand the
content of the Newsletter, FCA and
ARCH are encouraging those in the Aging and Lifespan Respite Networks to help
us with our information gathering. To

Indiana: Bill Would Expedite
Home and Community-Based Services
A bill in Indiana
(House Bill 1325) would grant Area Agencies on Aging the flexibility to provide
home and community-based services to eligible older adults and adults with
disabilities before their formal Medicaid waiver application process is
complete. If the bill passes, many older
adults would get their preference of having services delivered at home and
potentially be spared a move into a skilled nursing facility, a service that
costs the state more than home-based services but does not require a Medicaid

Report on Tax Incentives for Long-Term Care Insurance
In November 2009,
AARP released a report, Federal and State
Income Tax Incentives for Private Long-Term Care Insurance, which describes
tax subsidies for long-term care insurance, their value to taxpayers, and where
possible, their cost to federal and state governments. The report finds
that most policyholders did not receive federal tax subsidies, and that while
many qualified for state tax incentives, these incentives are usually too small
because of low tax rates. For more

Resource Center
The U.S.
Administration on Aging has launched a new website for the National Legal
Resource Center (NLRC). The NLRC empowers legal and aging services
advocates with the resources necessary to provide high quality legal help to
older adults who are facing direct threats to their ability to live

United Kingdom: Delays in Granting Powers of Attorney Causes Stress for
Caregivers
According to news reports, relatives and family
caregivers in the United
Kingdom are having to wait up to six months
to be granted lasting powers of attorney for sick or frail adults. In the 18 months since the modern Court of
Protection was set up to process new lasting powers of attorney, which are
intended to give greater protection to vulnerable adults, the system has been
dogged by delays and red tape. Such
issues have been a source of great stress for many caregivers who rely on the
authority to pay bills for their care recipients. For more information, visit:

New Ethical Guidelines for Physicians in Working with
Patients and Family Caregivers
On January 12, 2010,
the American College of Physicians (ACP) issued a
position paper to guide ethical relationships among patients, physicians and
family caregivers. The paper outlines
four primary principles for physicians, who may face ethical challenges
collaborating with patients and caregivers while preserving the primacy of the patient-physician
relationship. One of those principles is
for physicians to recognize the valuable role caregivers play in providing
continuity of care. The paper was
originally published in the Journal of

Study: "Needs of Older Caregivers of Patients
with Advance Cancer"
An article in the
December 2009 Supplement issue of the Journal
of the American Geriatrics Society (Volume 57, Number S2) focused on
geriatric oncology is called "Needs of Older Caregivers of Patients with
Advance Cancer" by Dr. Barbara Daly and colleagues. The researchers examined whether age or stage
of cancer can be used to identify caregivers at high risk for excessive burden
or distress. They found that levels of
social support varied between caregivers and had an effect on almost all
measures of caregiver well-being. For more information, visit:

Study on the
Effectiveness of a Multicomponent Support Program for Elderly Couples with
Dementia
An article in the
December 2009 issue of the Journal of the
American Geriatrics Society (Volume 57, Number 12) focused on whether
community care of people with dementia can be prolonged with a two-year multicomponent
intervention program. The authors, Dr.
Ulla Eloniemi-Sulkava and colleagues, also wanted to analyze effects of the
intervention on total usage and expenses of social and healthcare
services. They found that, while a
larger portion of the control group was in a long-term care facility a year and
a half into the intervention, there was no longer a statistical difference in
placement after two years of the intervention.
The intervention did lead to a reduction in use of community

Hilda Solis to Speak at California Working
Families Policy Summit
February 25 (NEW DATE)
The annual California
Working Families Policy Summit is now scheduled for Thursday, February 25, 2010
in Sacramento
(previously scheduled for February 3).
The event will feature Secretary of Labor Hilda Solis as the keynote
speaker and a special video message from First Lady Michelle Obama. Hosted by the California
Center for Research on Women and
Families, in collaboration with the California Legislative Women's Caucus and
the California Commission on the Status of Women, the summit will focus on California's budget
crisis, as well as proposals and long-term agendas to preserve the safety net,
build economic security for families and promote family-friendly

Webinar on Family Caregiving January 28
The Department of
Defense Center of Excellence (DCoE) for Psychological Health and Traumatic
Brain Injury is hosting a webinar on support for family caregivers on January
28, 2010 from 1:00 - 3:00 p.m. (EST).
This webinar, open to family caregivers and professionals who work with
them, is intended to provide perspective on the needs of family caregivers of
service members and to discuss the systemic, policy and programmatic responses

Next Step in Care Offers Materials in Chinese
The guides and
checklists offered on the Next Step in Care website are now available in
Chinese, in addition to English and Spanish.
Next Step in Care, a project of the United Hospital Fund, provides
information to family caregivers to help improve their working relationship with
health care providers and to make patients' transitions between care settings
smoother and safer. The website is the first stage of the Next Step in Care
campaign, which will engage hospitals, nursing home rehabilitation facilities,
and home health agencies, as well as patient advocacy groups and other family
caregiver-focused organizations, in addressing a range of transition-related

Center for Technology and Aging Soliciting Letters of
Intent for Grant Program
The Center for
Technology and Aging is soliciting letters of intent for its Remote Patient
Monitoring Diffusion Grants Program from organizations that are interested in
expanding the use of remote patient monitoring technologies that help improve
the health and safety of older adults. Total funding available for this grant
program is $500,000. Up to six grants will be awarded. Letters of Intent are
due March 12, 2010. Funded projects are expected to
