Elderly, Blind, and Disabled Waiver
Colorado’s EBD Waiver, also known as the Home and Community Based Services Waiver, is a Medicaid program that assists aged and/or disabled persons to remain in a community setting. This program allows certain family members or friends to be hired and paid to provide personal care services. Other services may include:

- Homemaker services
- Attendant care

Home Care Allowance Program
The Home Care Allowance (HCA) program provides cash assistance to individuals 5 years of age and older with a disability to pay a home care provider. HCA is used to pay for services to help clients remain in their homes (such as bathing, dressing, meal preparation, and shopping). The HCA Program is a non-Medicaid program that may allow certain family members to be hired and paid for providing personal care services.

Home and Community Based Waiver-Elderly, Blind and Disabled Persons
Government program assists low-income adults who require nursing level of care remain in the community by helping to pay for home and community based services including:
– Adult day care
– Personal emergency response system
– Home modifications
– In-home support services (IHSS)
– Non-medical transportation
– Personal care
– Respite
Also, assists residents of nursing homes return to the community, if they are able to do so safely, by managing the transition and providing the appropriate community-based services.

SAMHSA’s National Helpline
The Substance Abuse & Mental Health Services Administration (SAMHSA) National Helpline, 1-800-662-HELP (4357) (also known as the Treatment Referral Routing Service), is a confidential, free, 24-hour-a-day, 365-day-a-year, information service, in English and Spanish, for individuals and family members facing mental and/or substance use disorders. Senior Health Care & Medicare Assistance (Colorado SHIP & SMP)
The State Health Insurance Assistance Program (or SHIP) helps Medicare enrollees navigate the Medicare system and provides free, unbiased and individualized information. Housed within the Division of Insurance, Colorado SHIP has 17 local locations at partner agencies around the state. The Senior Medicare Patrol (or SMP) helps Medicare beneficiaries, their families, and caregivers to prevent, detect, and report health care fraud, errors, and abuse.

Long Term Care Ombudsman
Ombudsmen investigate complaints made by, or on behalf of, individual residents in long-term care facilities, including nursing homes and assisted living facilities. They also answer questions about the quality of care or financial, physical, or mental abuse in residential facilities.

Can I Get Help with Residential Care (Assisted Living, Nursing Home, Hospice?)
Colorado Department of Public Health and Environment (CDPHE)
Individuals can find and compare the facilities such as home health care agencies, adult day centers, hospice, nursing home, and other facilities which are regulated by CDPHE. The providers on the list currently licensed by the Colorado Department of Public Health and Environment, state-certified by the Colorado Health Care Policy and Finance or federally certified by the Centers for Medicare and Medicaid Services.
