Family Caregiver Alliance (FCA)

Consumer-Employed Provider Program
Oregon’s Consumer-Employed Provider Program (formerly Client-Employed Provider), elderly and disabled state residents receive in-home care assistance to delay and / or prevent unnecessary nursing home admissions. The Consumer-Employed Provider Program is a Medicaid program that allows elderly or physically disabled persons to self-direct their care to a person of their choice to be hired and paid as their home care worker. Certain family members, excluding legal guardians, are allowed to be paid.

Independent Choices Program (ICP)
Oregon’s Independent Choices Program (ICP) allows elderly and disabled state residents to receive long-term care assistance in their homes to delay and / or prevent nursing home admissions. Via this self-directed program, persons are given a monthly cash benefit with which to select and purchase in-home services and goods, such as personal care assistance and homemaker services. Friends and relatives, including adult children and spouses, can be hired to provide care, given they are 18+ years old, capable of the assigned tasks, and pass a background check.

Programs for All-Inclusive Care for the Elderly Association (PACE) – Oregon
There is one PACE program in Oregon, Providence ElderPlace, which operates five centers in the Portland area. They coordinate and provide the entire continuum of care and services to their older enrollees with chronic care needs to enable them to continue living safely in the community as long as possible. Care and services include:
